L’administració electrònica en l’àmbit local: la secretaria municipal en l’estratègia de transformació digital

Abstract

The European influx leading towards a robust electronic administration and the regulatory changes that have occurred at both state and national level have prompted local corporations to adopt organizational measures and procedures for their electronic transformation, with the essential purpose of safeguarding the quality of life for the population benefiting from technology._x000D_ _x000D_ We have started from the legal configuration of the Catalan model of electronic administration, built on the basis of a local system with a genuine and complex territorial structure. Precisely in this model, the impact and benefits of investing in electronic administration at a national level are crucial for local interests and for addressing the real problems of municipalism. In the aforementioned setting, we will highlight the favorable role of the Open Administration Consortium of Catalonia as a strategic and instrumental node of the network administration._x000D_ _x000D_ The commitment to user-friendly, personalized, accessible, cross-border, and interoperable digital public services, as well as the mechanization of procedures, the use of artificial intelligence, teleworking in the public sector, etc., prove that we are facing a new strategy in the public sector and the exhaustion of the previous analog administration model._x000D_ _x000D_ This paradigm shift involves relying on the secular figure of the municipal secretary, contrary to what one might think, who, due to their historical position as well as their privileged technical and legal position, become endorsers of these new normative and technological challenges._x000D_ _x000D_ For this reason, this doctoral thesis aims to analyze the origin, the definition of competencies, the evolution, and the current and future configuration of electronic or digital administration in local entities in Catalonia, as well as the interrelation between the municipal secretary and the above mentioned electronic or digital administration.
