LA ORDENACIÓN DEL TERRITORIO A PARTIR DEL ANÁLISIS DEL PAISAJE: Propuestas para el desarrollo turístico sostenible de la cuenca alta y media del río Santo Domingo, Venezuela

Abstract

This research deals with the planning of the territory based on the analysis of the landscape and raises a series of proposals for the sustainable tourist development of the upper and middle basin of the Santo Domingo River (Venezuela). Its objective is to analyze the landscape system from the cartographic analysis and the oral sources, as a base for the design of strategies that contribute to the sustainable tourist development and the territory planning. To achieve this great objective, a methodological process is used that begins by specifying three framework concepts: landscape, territorial planning and sustainable tourism, and the way in which these in conjunction are necessary to structure a proposal. From cartographic analysis and interviews with different agents it will be possible to know, record, count, narrate and disseminate the information about the phenomenon under study. The research is based on the transdisciplinary methodological system developed for environmental studies by Bertrand and Bertrand (2006), with support in three spatial-temporal concepts: Geosystem-Territory-Landscape (GTP). It is conceived in 4 hierarchies of analysis, each one of which allows to obtain intermediate products to give answer to the specific objectives, until arriving at the prospective level (4), in which the strategies that will contribute with the sustainable tourist development and the arrangement of the territory of the Santo Domingo river basin are finally established. The generation of cartographic products using a GIS, the field work through citizen and expert consultation, the determination of eight landscape values in the basin (natural, aesthetic, historical, social use, symbolic, productive, religious and academic-scientific) and the structuring of strategies from a SWOT Matrix, allow the construction of the strategies to be developed in two possible scenarios. On landscape, sustainable tourism and territorial planning there are many contributions that can continue to be made, the proposal of the landscape and sustainable tourism association could be a link that brings together the strength of the communities and manages to transcend from local development with a view to improving the quality of life of the population.
