Abstract

Catalonia does not have a police system as such, but different police forces that report to local and regional administrations, with different regulations, that can work together in coordination and can also work with other institutions of the Spanish State. This research provides with ideas in the police administration area, conveying the need to build a police system with a reforming and integrating intention, a system that regulates and arranges the current police frame work to improve its efficiency with criteria of rationality and coherence, obtaining more productive and flexible organizations, better coordinated, in order to improve the quality of life of their citizens. This system changes to standardize by reconsidering the role of the police authorities, the allocation of responsibilities, and resources of the different police forces, as well as the inalienable contribution of the local governments to the public security of the town and the Country. It's key to analyze different ways that improve the economic sustainability and that ease the organizing and functioning flexibility of the police foces that will allow the system counteract the numerous existing difficulties and create opportunities to face the present and future socio-economic complexity, in a more and more global world where human and social needs and priorities need to be the centre of the public action. One of the main aims of the Police of Catalonia System is the applicability of the results through rationalization and improvement of the productivity of the Police of Catalonia (formed by Local Police and Mossos d'Esquadra). In this sense, it's necessary to have a new Police System Law that defines the authority and responsibilities of the Police of Catalonia (with a more important role in local governments). This law will also restructure, reorganize and better coordinate the current local police, with a reduction in human resources but better equipped and with the same competencies for all the police forces. All this applied in a transition period that will allow a sustainable adaptation of the local finance of the municipalities and of the Catalonia Government and with a Mossos d'Esquadra Force with more human resources, with the capacity to face the full development required by the Autonomous Constitution and reducing the duplicities of the current system. Implication of Town Halls and their police squads are key in the implementation of the new system process. Town Halls are the closest to people administrations and have a vast experience in proximity, prevention and community work. Dealing with vandalism, antisocial actions, permanent relations with the community, all the resources that any local agent can activate (brigade works, social services, education, cleaning, environment…) as well as the management of traffic, administrative tasks, local security, are key contributions to the general management of the police system.
