South-South Cooperation (SSC) has seen a significant increase in volume and importance, especially since 2008. In this context, the aim of this thesis is to examine whether or not Southern providers of SSC are promoting favorable conditions for the sustainability of Global South development through their cooperation, focusing on three relevant areas for sustainable development in the South: the promotion of public goods, the establishment of partnerships for development, and the implementation of technical cooperation. To that end, we first review the origins of International Development Cooperation (IDC) system and SSC in terms of North-South relations to contextualize the emergence of norms, principles and values that give it its shape. The political vision, institutionalization and cooperation profile as providers of the South are also examined: first on a general level and then more specifically in two Latin American cases (Brazil and Chile), selected for their active policies on SSC. In these two cases, the practical implementation or operationalization of these ideas of cooperation in the South is explored through the most highlighted projects from each country. The selected countries make a significant effort through their SSC to promote the sustainability of development in the Global South by means of public goods in the region and development partnerships, showing, at present, that there is greater emphasis on sector alliances rather than more general horizontal alliances. The implementation of technical cooperation is new and innovative, although it is also the most criticized of the three areas studied. Current technical cooperation has a strong emphasis on the generation of human capital in the public administration from participating countries, as well as a high level of transferring effective proven initiatives. In general, it can be observed that there is coherence between the political narrative of SSC and its praxis as public policy for development of the Global South.
