This Thesis wishes to explore how cooperation is developed in a cooperative model, and the United States has been chosen due to its political-administrative and territorial organisations, Federal, State and Municipal levels and structures. Its security outline, along with its undisputed global leadership, has been considered as a singular case study, and it delves into the knowledge of its structures and the function of models of cooperation in the security of this nation, where its actors have had to “reside” on common ground, both operational and for data-sharing, to overcome conflicts and to be able to respond to new challenges to national, community and international security. A federal state has been chosen for this, which has the ability to organise itself according to different political centres and different legislative entities with respect to central powers, finding agreements on matters as restrictive as national security or emerging risks, thus achieving a continuous consensus at a sufficiently high rhythm to remain operative. This is achieved through continuous cooperation in a permanent state of negotiation, which responds to the combined and opposed interests of each actor. In order to achieve cooperation amongst everyone, the bodies previously agree to a series of rules, at a horizontal level; honest and participative, in a competitive manner and with the absence of a strict hierarchical subordination based chiefly on authorities than on any formal authority, with its autonomy regulated by its components.
