Within the framework of education and work, this doctoral study aims to make a contribution to the analysis of public training and employment policy in Chile from the effectiveness of access and effectiveness of training. In order to cover this purpose, it was investigated based on two objectives: 1) Analyze the effectiveness of the public training and employment policy in Chile; and, 2) Evaluate the effectiveness of work training in Chile based on the application of the FET Model in training actions implemented through tax exemption. In this way, the work is developed in five parts: in the first, the state of the matter is analyzed and the theoretical bases that support the study in training for work, the role of the State and public policies, politicies of training and employment in Chile and the evaluative elements of public policies and training for work. In the second, the methodology is presented, which is of an experimental evaluative nature based on positivism. The third and fourth part is made up of two independent studies: the first analyzes the effectiveness of public policy with a focus on access to training actions, focusing the analysis on estimating the probability that women in Chile would access training actions. and employment. The second study was based on the analysis of the effectiveness of the training of training actions implemented under the tax franchise of the National Training and Employment Service. Finally, the global conclusions of the thesis are presented.
