Abstract

Criminality and minors are two categories with intense relations on the present Colombian re-ality. The criminal problematic that suffers the Colombian society implies very often the ac-tion of minors, children in many cases, as tools in the hands of the different criminal gangs that do their criminal activities at Colombia. Colombia is also, and from the Constitution of 1991, one the countries with a bigger number of participatory tools. This paper aims to show the minor Colombian penal regulation and set out its possible development and reform through the participatory democracy mecha-nisms that exist at Colombia. It will be tried to check the utility of those mechanisms to im-prove the minor law regulation, helping with that to improve the integration in the society of the minor delinquent.
