Abstract

In this document a new instrument of industrial policy favouring the innovative process of small and medium enterprises in industrial districts or clusters is introduced. This program is called Agrupaciones Empresariales Innovadoras (AEIs). The ultimate reason for the territorial grouping of firms belonging to a given sector or branch of activity is the existence of agglomeration economies that arise from firms' collaboration leading to increasing returns. The main purpose of this program is supporting the collaborative processes that spontaneously emerge between firms in those areas in which cooperation in possible and beneficial, increasing their efficiency and competitiveness.
