Abstract
Paper discusses the practice of broadcasting regulation in Spain (only European country without an independent regulatory authority) and the challenges triggered by the new media context: technological convergence, consolidation, Europeanisation. Although some of these new developments may difficult the creation of a Spanish NRA, the main issues are political-culture related. The integration or cooperation between regulatory authorities at different territorial levels is also discussed.
