Abstract
The regulation of participatory democracy, being one the areas of Law with bigger development and innovation, allows to compare, as just a few others, different legal systems discovering in them its strengths and weaknesses, its level of democratic development and depth, as well as the motivations that the legislator had when writing acts in one or another way. In this sense, to compare the regulation of participatory democracy in two countries as Colombia and Spain has a special interest as much, in first place, to better know both legal systems, as, in second place, from the regulation and expertise of each country to be able to do proposals of improvement to the another one.
