Abstract

This paper proposes the development of a new method to obtain a long-term evaluation of efficiency through robust partial frontiers of order-m, which incorporates metafrontier and local frontiers. The application to the waste collection service for the period (2002-2010) shows the utility of this new method, since it obtains efficiency scores that do not vary according to the analyzed year, being more robust, allowing to improve the decision-making process in the selection of the management form of the waste service. The results show privatization as the best management form for big municipalities, while the most suitable formula for the small municipalities is the cooperation between them.
