Abstract
This paper is bent on giving the general context of the deterioration of labor conditions in the European Union. The Keynesian policies of full employment are confronted with the European Union policy of employment. One key element is the practical disappearance of the idea of underemployment and the breakdown of an inclusive social contract. Finally, it is discussed the social failure of the European employment policy.
