Abstract
This article analyzes the legal regime of the administrative authorization to engage in Commercial Air Transport (CAT), which include regular and non-scheduled aircraft operation to transport passengers, cargo or mail for remuneration or other valuable consideration. This authorization takes place through the granting of the Air Operator Certificate (AOC), which is essential to also obtain the Operating Licence as an airline dedicated to commercial air transport. Operating licence’s requirements are not here analyzed.
