Abstract
The Cross-border Cooperation (CBC) carried out in the transnational space of South-West Europe (SUDOE) and mainly concerning the cross-border programmes France-Spain-Andorra (POCTEFA) and Spain-Portugal (POCTEP), has experienced a strong rise since the incorporation of Spain and Portugal to the EU in the 1980s, and more recently through the incorporation of Andorra. This article offers an analytical view of this evolution, based on the abundant academic literature regarding the CBC of these areas. The study questions the development of cooperation inside the SUDOE space according to three analytical axes: A. the territorial and geopolitical framework (geo-history, identity and international geopolitics); b. the institutional framework (political-administrative asymmetries, coordination of initiatives, juridical instruments); and c. the scales of intervention (proximity cooperation versus regional cooperation).
