Contestación normativa y Consejo de Seguridad : la agenda de mujeres, paz y seguridad o de la resolución 1325 a la resolución 2242

Abstract

Resolution 1325 was a normative turn in the Security Council, by including the wom en's empowerment as a factor for international peace and security. Fifteen years later and despite being a symbol of liberal humanitarism, the Resolution does not produce norma tive controversy in the Council. However, this article reveals that there is practices con troversy (narrative, accountability, inclusiveness of civil society, transparency) because of emerging sovereignism among the UN members. Spain, holding the UNSC presidency in October 2015, led the adoption of Resolution 2242. The process revealed the Chinese and Russian reluctances regarding the practices based on the conflict prevention paradigm underpinning the Women, peace and security agenda, supported by Spain.
