Abstract
A study was made to determine whether there is a quadratic improvement in the rate the maximal average fidelity (MAF) approaches to one. It was shown that the optimal product states are those with the smallest |m|. As a result, the implicit assumption that the truly optimal states are entangled for N>2 was proved.
