The primary objective of the research is an examination of the conditions under which effective institutional arrangements can be designed for developing and implementing cooperative solutions to international environmental problems. The research is intended to shed light both on the impact of different configurations of national and international institutions on effective cooperative problem solving and on the criteria for determining the effectiveness of such international regimes. A jointly developed analytical framework, linking decision structures and processes at the national and international levels, is to be applied to the case of the transboundary air pollution regime ("acid rain regime").
