Description
Safety has become the essential principle in the last few decades when it comes to organize navigation at sea, relating each field, including legal matters. The main priority of the European Union and International Community is to develop transport at sea of cargo and people in merchant ships and pleasure boasts, without prejudice protection of human safety, properties and marine environment. Therefore, it has been passed a numerous important rules to be applied to States and citizens. It is of great importance to know order and systematize the huge number of international rules, passed mainly thanks to the labour of the International Maritime Organization, and Europeans rules, which are related to safety in the maritime transport, with both preventive and compensative nature. However, our project not only will identify and order all the international, European, national rules relates to safety of the merchant ships and pleasure boats, but also to interrelate them, analyse incompatibilities problems of their application or interpretation, their gaps and deficiencies.
Special attentions deserve two modern aspects of the maritime safety: the protection of ports against terrorist attacks and measures of safety required to the pleasure boats. On the one hand, after 11-*S apart from safety at sea, new measurements of security against terrorist threat has been passed to be applied in vessels, ports and their installations (&)
