Description
(...) In this proposal, our objective is to assess changes in the vulnerability to floods in the localities of the Costa Brava (Girona) and of the coastal zone of Alicante between 1994 and 2004. This is a period characterized in both areas by important land use changes fuelled by intense urbanization processes. (...) Our working hypothesis is that physical exposure to floods may have increased indeed (because of the occupation and transformation of flood prone land) but that this trend may have been attenuated by a larger social capacity to absorb losses and by a greater effectiveness of flood management measures. In this last respect, we are also interested in whether dominant flood management actions (construction of flood defence works) have changed over the last decade to include a greater presence of other alternatives such as land use planning. (...) another objective of the proposal is to introduce stakeholder participation in flood management since this participation is critical to ensure changes in perception and awareness towards this risk. An original contribution of this proposal would be the selection and application of vulnerability indicators for each of the three dimensions of vulnerability studied. Finally an attempt will be made to assess the efectiveness of land use regulations in both areas.
