Description
The personal scope of application of the EU freedoms of circulation will be analized. Special attention will be given to the substitution of "nationality" by residence, as a condition for being entitled to the right of free circulation. This consideration of the "residence" connection will lead us to study the possibility, opened by the Treaty of Amsterdam, of "communitarization" of the legal condition of third-country nationals in the EU, together with ists relationship with nationality law, both in EU member States and in those States that may join the EU in a relatively short time.
