Description
The research has two main goals. In the first place, we intend to achieve significant advances in the integration of natural and environmental resources in the national accounting framework in Spain, to provide a consitent data base which can be used to evaluate the allocation and welfare effects of public policies. In the second place, we intend to analyze the effects of environmentally oriented public policies in a country, México, pioneer in the development of integrated environmental accounts, where economic growth in the second half of XXth century has been driven by the exploitation of natural resources and has resulted in a notable deterioration of the environment. The interaction between economic activities and natural resources was a universally recongnized fact, although one ignored until the oil shocks in the 70's push the industrialized countries against the wall. In regard to environmental quality, it was not until the 80's when the effects of economic growth raised serious concerns about its viability, unless policies were enacted to paliate the negative externalities on the environment. Acid rain, the enlargment of ozone's hole, the desertization of large areas of the planet, the reduction of the surface occupied by tropical forest and thewarming of the atmosphere are some of the concerns that have led economists and politicians to reconsider the interaction between the economic activities, on the one hand, and the explotation of natural resources and environmental quality, on the other (&)
