The research focus of this project is on public management policy making within the formulation and decision phases (and implementation when relevant) of the process and from a comparative approach. Public management policy covers five conventional areas: expenditure planning and financial management, civil service and labour relations, procurement, organization and methods, and audit and evaluation. Most of the empirical research on recent public management policy change has been based on cases belonging to the English-speaking "family of nations". For this reason, among others, many commentators have referred to "new public management" (NPM) as the Anglo-American model of that policy change. Building on this background, a benchmark case has been defined as NPM benchmark case will be brought within a wider comparative frame that includes Spain, Italy and France, were little change of this have taken place-despite efforts by some policy entrepreneurs. Examining the experiences of these three cases allows comparisons to be made between cases belonging to the English-speaking "family of nations" and cases belonging to the "latin -Mediterranean" one, each sharing different public administration traditions. This research aims to explain the carrier of public management policy issues and to understand the sources and limits of change in public management policy. The research questions this project tries to answer are: ¿to what extent has there been stability or change in public administration and public management policy in Spain, Italy, and France? ¿What factors help explain stability and change in public management policies-institutions, processes, strategies and skills of policy entrepreneurs&? ¿What are the implications of public management policy change or stability for government capabilities?
